Position Description: The Portfolio Manager will be responsible for the day to day management of cross-functional projects in support of the Naval Information Warfare Center (NIWC) Cybersecurity Service Provider (CSSP). Project management responsibilities include requirements development, project planning, project execution, and monitoring and controlling projects within budget and within scope. The Portfolio Manager will oversee all aspects of assigned projects, to include establishing deadlines, assigning responsibilities, monitoring and summarizing progress of project and preparing project reports for senior leaders.
The Portfolio Manager will coordinate across functional domains and with Government staff to hire new talent as needed to fulfill mission needs. This position will also require the identification of organizational risks and management of risk mitigation strategies. The Portfolio Manager will also be responsible for creating efficiencies and process improvements aimed towards solving any potential turn backs and cost challenges.
The Portfolio Manager will support various projects, ranging in scope from strategic, technical, or related to process improvement efforts, utilizing methodologies of CMMI, ESM, and PMP tools and techniques. A wide degree of creativity and latitude is expected that will enhance the organizational reputation by accepting ownership for, and accomplishing new and innovative approaches.

Qualifications:
  • US Citizen
  • Minimum of 10 years Project Management Experience; 8 of which should relate to federal agency IT infrastructure.
  • DoD or DoN Cybersecurity Workforce (CSWF) Certification or compliance (DoDD 8140 or SECNAV M-5239)

  • Education:
  • Bachelor's degree or higher from accredited university in Computer Science, Business or related field (ie. Economics, Marketing, Finance, Accounting, Management Information Systems, etc.)

  • Certifications:
  • Project Management Professional (PMP) required

  • Required Skills:
  • Proven ability to independently handle routine and non-routine assignments.
  • Project management experience
  • Process improvement experience
  • Risk Management experience
  • Demonstrated experience as a presenter, technical report writer, meeting planner and facilitator.
  • Experience with government programs desirable.
  • Experience with a variety of project/program models.
  • Independent self-directed worker, team player, problem solver and experienced leader.
  • Excellent communication skills, including presentations, technical reports, meeting management and work group management

  • Highly Desired Skills:
  • Experience with CMMI Maturity Level 3 organizational integration
  • Experience with Enterprise Service delivery and management
  • Experience with Lean Six Sigma

  • Position Requirements and Duties:
  • Performs oversight, analysis, management and cost control for projects.
  • Manages process improvement initiatives to align with long-term organizational strategy
  • Consults with team leadership to develop best practices for organizational processes
  • Manages the project budget to ensure no under spending or cost overruns.
  • Reviews financial analyses with integrated scope, cost and schedule measures to assess performance.
  • Supports the development of annual budget and strategic plan.
  • Evaluates cost and schedule variances predicting potential variances and adjusts accordingly.
  • Key contact for direct customer support requirements for designated projects.
  • Develops, reviews, negotiates designated project resources and milestones.
  • Manages distributed teams to ensure goals are accomplished.
  • Participates in project kickoffs and debriefs.
  • Serves as project monitor for efforts selected by members of the program.
  • Provides technical expertise to the business unit and technical management of projects.
  • Initiates, develops and presents technical reports and white papers as required.
  • Develops work breakdown structures and statements of work.
  • Implements risk mitigation plan(s) / corrective actions.
  • Provides collaborative leadership, facilitation and interface among supported clients, vendors and users.
  • Coordinates, and may lead, technology transfer for projects as assigned.
  • Coordinates with managers on initiatives, priorities and outreach activities.

  • Additional Information:
    Position may require up to 25% travel as needed
